I've played dozens of games to completion with creative as a race attribute, and none of the things mentioned have ever happened. I would say that it is a waste of racial points as it currently stands.

If they are in my sphere of influence, I would let the other civs waste the population colonizing them, and then take them over through influence. I no longer colonize every planet in my reach, just 2-3 of the best ones. Taking the others from the AI through influence later.
