For me it depends on when i pick up a ranger if its early i normaly decommision it or sell it to a minor race however that said later on due to my complete disregard for military techs they can become effective stallers for the enemy!

go yo your games documents file and enter the gal civ 2 file then enter custom race 10 and tweek all the characteristics of the desired race to whatever pleases ya have fun
