I think something was wrong with the game. because I exited the game, reloaded, and all the outputs started to make sense.

Noob simple question here. Got a PQ 8 planet I just colonized and had a nice 300% production bonus tile. Put an enhanced Factory on it, and in the summary it shows just as I would expect, 14mp and then 42mp bonus. I have production percentage set at 100% and Military, Social, and Research all set at 33, 33, and 34% But the planet is only producing 3 shields and 3 hammers? Why? Popular support is at 82% (Im Imperial tho), I have plenty in my trea
