Actually, you don't need to set it as system folder (although you could). The problem is that, in some cases, the operative system hides those folders. If you just set it as "read only", then desktop.ini is read without hidding the folder.

Wouldn't it be helpful if wbload had a command line option to change the wallpaper? I can change my wallpaper with other utilities, but WB has the list of my chosen pictures. And the main issue is that sometimes the wallpaper chosen by WB doesn't fit my mood. --HC

I had the same problem. In my case, Sunbelt Kerio Personal Firewall would not allow WB to do some operation during activation. I decided to dump SKPF and change to ZoneAlarm. The moral of the story is that not only your antivirus might be preventing the correct installation of WB.
