I've only so far done Jefferson with Reagan and it was a cakewalk, so yes, unlocking Reagan would probably sufice. Reagan is (easily) competative in California, making any Dem work for it and thus leaving room in the midwest/oregon for expansion. If you want to try again with W instead of going for Pen you might want to hit Michigan hard (depending on Jeffersons actions there). Extra clout will also help. Alot.
