using impulse with windows 7 in Personal Computing WinCustomize Forums

i ran a diagnostic from ms on my vista 62 and it said that it would not be able to convert Impulse to W7 format? What does that mean? I thought you could just upgrade from vista 62 to w7 and it would move ALL programs and data and everything.
