Technical and financial reasons aside, it would be an awkward sell at best. I'm scratching my head as to what this would get you over what CE already does. The things that don't run smoothly on a PDA are generally due to form factor / data entry device issues, not OS. Biggest examples are full web browsing and word processing. Well, 90% of what people use the site for is obtaining things to go along with stardock products they purchased - in many cases expressly because of the large amount of goodies they saw here. So wincustomize is a great marketing engine for object desktop first, community second IMHO.
