Actually, the only country I can think of that does offer unlimited bandwidth plans is the USA. And even that is starting to change. Time Warner is testing caps in some markets. Comcast also has a cap, though it is a fairly generous one ... for now.

I have never experienced any of those problems and I play against the AI nightly, though I am always playing on nightmare. That isn't to say they don't need improvements, but I've not seen one of those issues.
