Poor starting positions in Strategies Stardock Forums

I've played several games where I have only one or two other planets nearby. I never seem able to catch up with the other empires from such a poor starting postion. I've tried researching for longer ship ranges to perhaps get to far away stars. Any ideas?

Bug: Polar Ice Cap Random Event Version: 1.02.042 In the random event Polar Ice Cap, the first choice in the list was -9% and the second choice was -21%. The first choice should have a higher penalty no?
