How do I build an artificial planet? in Galactic Civilizations I Stardock Forums

I have the "artificial planet" tech but can't figure out how to build one. The synopsis of the tech just states that I can "theoritically" build my own planets but must overcome the sufficient mass need to do so. That is both cryptic and unhelpful. Has anyone figured out how to make use of this tech?
