I'm not trying to disagree, but when I loaded up Process hacker and dug down into the threads tab of the explorer.exe process, I saw the Decor8 service running as one of the active threads of that process, and the CPU consumption matched exactly the symptom I saw with the CPU utilization. I found that this is a specific problem with the way that ObjectDock deals with the system tray icons. I found that if I unhide the Windows Taskbar at the bottom and use the system tray there, the problem does not occur. So, in order to work around the problem, don't use the system tray icons in ObjectDock itself, use the taskbar for that.
