Did you ever skipped the update of SP1? SP1 will install framework 3.5 as far as my google results are correct. The error code 0xC00CE556 indicates a parsing error with .net framework. If you´re able to reinstall the framework (or maybe just update your vista to SP1 if you didn´t have done so far) do it.

Currently, if you have modded one of your lua file and the other players didn´t, the game will desync. Maybe this new feature will first look, what did get changed and decides then, if it will desync (something like that).
