Rook can easily push towers at level 4, I really don't get where you're coming from with the level 10 talk. Just set up three towers out of range, drop one in range, fall back, and set up a second on in range, and then start building all of them there. Just beware of enemy DGs, but if they fail to react you'll drop the tower quite quickly.
I think it highlights a game design flaw. The lack of skill damage enhancing items is the culprit and it should be fixed. I'm going to be blunt here - I think it's an awful and uncreative build. What really blows my mind is that if you dropped vengeance and either impedance bolt or tracking device (since you can't snipe anyway) you could max out mark of the betrayer to make your auto-attack inescapable or if you drop all thee you could max out mines and grab shrapnel
Fire and Ice definitely doesn't do it. I can't remember if I've ever gotten x4, but if it's possible I assume it's coming from RoI, Deep Freeze, Frost Nova's stun and Frost Nova's snare... I know I've seen x4 before, but I don't remember why and I doubt Nova alone is enough to give x2 no matter how fast you shatter, but it shouldn't be too hard to test.
Banning item swapping would be overkill. Non-consumables should just have their cooldown started whenever you first acquire them.
I had heard armor mitigates rook's tower damage, so logically spikes and bite should improve it. Correct me if I'm mistaken, but I believe they're dissimilar to base towers in that respect as well.
I seriously doubt you can bring down towers faster than I can buid them with a staff of renewal. When I play rook I go heavy mana regen early and play extremely defensively. Most players don't cope well with a rook who's got the mana to actually drop a new tower every 8-10 seconds and follow it up with boulder rolls and the occasional slam.
