I had that problem with the GC Strategies forum. Right-click on the Forum tab on the top of the screen and unsubscribe. You can then go to the Tools menu -> Settings. Pick Discussions, and click to re-subscribe to the GalCiv forum. This fixed things for me. ~SDC~

There are a couple of ways to do something similar. There isn't a military queue governor. You can click on "Military" from the governors screen and change all planets from one military build to another. This includes changing any planet building Nothing to building Constructors. The spending slider controls the amount of your income that you spend on social/military/research projects. The three sliders below control the ratio of money from the spending slider to spend on each individual area. It shouldn't have hurt your installation. The files are downloaded one by one (each file is compressed individually). Next the files are uncompressed in the SDC temp area "C:\Program Files\Stardock\SDCentral\temp\Base". The files appear to be copied over after this step. With galciv.exe not uncompressing, the installation routine is killed at that point. As an update, the downloader is now giving me an error about an incorrect size for the galciv.ex_ file. I grabbed the galciv.ex_ file (I made a copy after it downloaded and before it was self-deleted when file was found to be bad). Winzip cannot open this file, so it looks like the file is corrupted. I opened the file in a hex editor and this wonderful little bit showed up at the top: 404 Not Found Not Found The requested URL /public/gc1/production/Base/galciv.ex_ was not found on this server. Two more reasons: 1) If you have a trade route through that sector you can build up trade modules to increase the value of the trade route. 2) You can build culture star bases to put pressure on surrounding systems. I've only played easy AI games, but I would guess that the AI doesn't mind bases in those sectors as much as you putting them in sectors with its planets. These apply even if there isn't a trade good in the sector.
