I'm having this problem as well, even in a newly started game. Please fix soon, because it really ruins larger maps.

You have to adapt. Adapting to situations is a big part of GalCiv. First remember that the AI is going through the same thing that you are going through. Secondly, much like in a real recession you have to make some cutbacks. You will probably have to scrap or sell off a large chunk of your fleet. You may even have to scrap a few social projects. Third, use some spying to see how the other races are doing if you can. Fourth, concentrate on economic improvements. Don't forget addi
Espionage is incredibly valuable against a difficult opponent. It helps you size up your opponent and tells you things like what level of tech they are at, where they are getting their money from, how much money they are spending on production/research/military. It helps you find their weak spot.
Man, I have to tell you Brad your support and care for this game has made me (and many other people) huge Stardock fans! I can't wait for your next game to come out.
I think people should try out their "exploits" on Normal or Intelligent levels before posting them. The AI will fall for stupid tricks on subnormal intelligence because the AI is, well, at subnormal intelligence. I think subnormal is meant for people to pick up the game basics without being decimated in 50 turns and for people who are not experienced 4X players. Think about a 9 or 10 year old playing a 4X game for the first time.
I think it was an awesome move to get an ad in that "other" space strategy game. That's how I found out about GalCiv. When I became, ahem, frustrated with that other game I looked to GalCiv for my space 4X fix.
I just wanted to say awesome job coming up with a patch so quickly! Stardock is quickly becoming one of my favorite companies! :D
