The thing most people seem to forget about the AT-AT is that it is a troup transport that doubles as a terror weapon. Yes, it may be powerful but it wasn't really designed to fill the role of a tank. For a real tank you would need to jump forward to just after Thrawn's post-Yavin return and look at the Arakyd XR-85 Tank Droid. It is around double the size of an AT-AT walker and can travel up to 70km/hour while being capable of going through water up to 15 meters deep.
