Ice has an AoE stun, why in god's name would you not use it. Unless you're playing Sedna/QoT/TB or something stupid where you have no DPS, stuns are an insanely powerful move, they can save you and your allies allowing them to run, and they can snare enemies alowing you to catch them and get kills. Player A would have a different amount of gold on his screen to the other players, so one way or another it's going to desync. In the situation you described it might be something like: Player A submits (purchasing item X) information to all peers Players B,C,D now have player A as not having purchased the item because he had insufficient funds. Player A has done something fancy, so he will have the item. -> desync.

Most RTS games don't do very much simulation, take for example Starcraft where things always hit rather than simulating the projectiles. Compare this to Supreme Commander (which Demigod is based off) where by dancing units from side to side you can dodge incoming fire, I would imagine the extra bandwidth is coming more from the simulation requiring it than anything else.
If the game is balanced for the hardcore playerbase, the casual playerbase will be able to play a balanced game.
