Not necessarily, no. Most assassin oaks also have spirits for the passive damage bonus. When I play assassin oak, I send my spirits back to base so they don't keep getting killed. I then run around the map raping everything and everyone.

Barring really exploitative combos like five Heaven's Wrath to focus on a single demigod or something, I do not see why people get anything other than Swift Anklet as favor items. Speed is probably the single most important stat in the game. With it, you are able to chase down enemy demigods, you are able to run away from enemy demigods, and you are able to move around the map faster which means less time traveling and more time doing more important things like capping flags and creep
QoT starts extremely strong early on, and can deny the enemy lots of kills. If the other team does not have a support character (like Sedna, or another QoT), then this is a clear advantage. That said, later in the game she becomes pretty ineffective due to her main buff not scaling with enemy damage. If the game lasts a long time then she becomes a severe liability.
There is no way in hell a minion Oak will win a fight against a non-minion Sedna. Especially if the oak only has 1 point in Penitence.
Ice is a lot weaker than fire.
Sedna is unbeatable 1v1, if players are equally skilled. Especially Ice TB is a joke. As long as you keep yourself topped off with heal rather than wait until the last second (and thus get locked out of healing with a strategic deep freeze), you will eat the TB alive. Fire TB on the other hand is a problem. Still beatable, but far more dangerous than Ice.
That's probably because of global warming.
Flag locks are absolutely brutal. I've played a lot of games where we only had priests, but were able to go into the enemy base in Cataract, lock a side portal, then teleport out. Spend 45 seconds doing other things, then come back, ignore the enemy DG that is no doubt waiting on the flag to cap it, then lock the flag again and port back out. Our team was taking turns doing it, and while the enemy had one or two demigods sitting on the capped flag fending off the creeps coming out of
Currently this item is terribly overpowered. It makes certain demigods virtually unkillable. It really sucks when you blow all your mana and cooldowns on someone and get them to 10% hp, they run and come back 10 secs later with full health. I like the nerf. People will be more dependent on healing and mana potions now, which is nice since those are interruptable.
It's pretty clear that the multiplayer problems are not going to be fixed by any patch, or even a bunch of patches. The main issue is the P2P model. Why not use a client/server model like every other game out there? Demigod is a good game and it has lots of potential, but at this rate it will lose the majority of its playerbase before things get better.

I play TB and I find Oak to be an easy kill. The trick is to make him use his shield early on, and stay out of melee range.
Remove the passive bonuses, increase the cooldown to 30 seconds.
