Seems to me the natural use for uninhabitable planets would be to act as resource sites. Just replace resource starbases with resource outposts on planets. Why resources would be floating out in space I can't imagine. Of course, extracting minerals from pluto is still different from extracting gasses from Jupiter, ferinstance.

What about military support starbases? Let a support starbase add +3 to missile attacks. Now the smalls have 9 FP each for a total of 90. Still not as strong, but getting better fast. This makes an empire with less hull research and production able to hold off an empire with better ships, at least in their own backyard. And you can prolly crank out a bunch of these puppies fast if you really need to. edit: oops, random50 beat me to it.
I conquered Martzia III from the Thalans, who acquired it when the Torians surrendered to them to spite me. My social spending is set on 0% but Martzia III is producing 12 social/turn. Is this a bug (I have a save demonstrating it) or am I missing something? Like, maybe, its under a governor who changes priorities?

starbases are ships, and you can only see yours and those in range. I admit this is annoying, but it's a 'feature', not a bug. I just wish the resource (x) would continue to show even with a starbase on it, altho it does have the useful if hard-to-explain side effect of letting you know when a starbase over a resource has been destroyed (because you can see the resources (x) again).
chao-spy: # of borders doesn't matter. not getting into war matters -- based on your military rating/trade trade matters -- central location helps here trading techs matters -- meet earlier if centrally located getting access to resources matters. getting decent planets matters.

att/def ... but if you haven't got the latest/greatest build, sometimes it loses the planetary improvement bonuses when reloading a game.
A lot of people talk about how easy evil is and how hard good is, but this just shows why it isn't that simple. I've never seen the fundies wipe out TWO civs, but plenty of times they have taken out a small civ and chunks of others.
How about a planet quality filter on the mini-map? It's a real pain clicking on every star in range to figure out where I want to send my colony ship.

I had this after loading a saved game. Balance said +70 bc/turn, but I was bleading 120 bc/turn. But that's okay; I was happy for an excuse to quit that game, which was turning into a very long grind.
I find that the worst bind to be in (other than having no planets of course) is being hopelessly behind in tech. So I like: +50% Tech (6 pts) +10% Morale (1 pt) with the extra 3 pts going to +5% PQ or military boosts. Then I choose Fed(+20% econ) or War(+50% hit points) or Tech(+20% res, +1 sensor) party. Ironically, in my lastest game half of my planets are 15's, which is the only colonizable-class planet to obtain NO benefit whatsoever from my PQ bonus. (Afte
Hm ... definitely like the idea of galaxy 'shape' -- spiral, ring, irregular. That would make a big difference, and might even help the problem of starting position being so dominant. And while scenarios per se might be a bit much to ask, would starfield and resource maps be so hard to do (with starting positions) ? They could be balanced to make for more interesting games. And while I'm at it, some options for the frequency of resources. (Or at least teach the AI to protect it

One thing I'd really like is a start-up option to make minors civs more common or less common at the beginning. Also, I'd like to see minor civs mine resources in their sector.
2) Planets -- I mean, if you're totally isolated, you'll be pathetically weak when you (finally) make contact, and all the A.I.s will feel obligated to crap all over you. Well, FTS. Also, if you have only one decent sector, it's harder to grab resources early, because your constructors are too far way.
On larger maps I say dump speed and buy research bonuses instead, then beeline to impulse drive to get the +1 speed. The research bonus is useful longer. Of course if the speed bonus allows you to grab a key resource, it might be more useful. As always, YMMV.
Never sell population: you'll need all you can get during warfare. That population can be transferred to a transport for invasions.
