But I still visit here, and will try Galciv again, when these things have been sorted out. In the meantime, I am off to Simcity4. :)

Back to original topic: If you reeeally want to play a computer game without any ai advantage, you basically have 3 options: 1) Chess 2) Games without an opponent, i.e. Simcity 3) Multiplayer I really don´t see anything else that would satisfy you.
I have taken a holiday from Galciv to try out Sc4. For all that may be interested: It rocks! Unlike Sc3000, which I found boring and unbalanced (just build all those Parks and Marinas!), Sc4 pushes the envelope. With my first city, all seemed to go well at first. I got to a population of ~9000, with a few hundreds/month surplus and over 80000 still in the bank, then I made my mistake: Raised a prohibitive tax on dirty industries to drive them out of town and move up to manufacturing. Perhaps your rankings could "go to sleep", should you not submit anything for more than 30 days, but be reawakened once you start submitting again.
"I do believe rankings should be ranking only the active people." Yes, but not only the *most* active people. Submitting a game every two weeks should be just fine, many people will not submit more than 10 games overall in three months. So 10 Best in 90 days would be too limited.
"If the scores just added up, then it's purely the guy who plays the most." Then why not add up, with cap: 10 Best Games, or 5 Best Games, whatever. You still lose your worst scores, but result does not depend on # of games played. But you are not stuck with old scores forever.
