The only way to really decide is to try both games. Every one has a preference, even people that own, and like both games. If you have to decide based on forum comments, then the two biggest differences are these: MOO3 - as stated above, a vast game of building your empire to custom design and build huge armadas of ships with which to annihilate the aliens. Should I consider myself important because I am replying? LOL Seriously, I was very happy the first time I saw ships do combat. I was prepared for no flash or boom, just a results thing, based on what I'd read. GalCiv is what it is, and it does it very well. The cool part is that you can go anywhere on the map, build Star Bases anywhere. The play for position and territory is very cool in GalCiv, that's where it makes up for the streamlined ship combat.

The MOO3 data patch is a piece of cake to install. 1) Download the zip file patch. 2) Right click on the new zip patch file in your MOO3 game file directory. (It is a folder with a `strap' wrapped around it) 3) A list of options for what to do with the zip file comes up - choose `extract all'. Being able to hit `Turn Button' and process the turn, no matter if there are planet, or fleet lists open off to the right side. Now, even though the turn button is accessable, if you hit it when the list screens are open, the turn gets `stuck' There is also something I can't quite define about the way the ship movements happen with respect to how the cursor decides to display each ship movement at the end of a turn. frogboy said the `solution' to the `evil power' event is simple. As soon as you get the warning, you build troop ships, and fill them with that planet's population. Then, the turn that the `evil power' takes over, you just attack the planet. Just like the space monster special from the prison. They'll follow your space ship anywhere. How do you limit population growth in real life? To my knowledge, China has a law, of how many kids you can have. Do any other countries have such a law. What chance do you think a law like that would have of passing in the U.S. Can you say none? People would rather be over populated and have poor conditions, rather than be told they can't have another kid.

Well, this is outer space! Sorry, I couldn't resist. Ok, the smaller strategic map shows you all the stars in the galaxy. Click your mouse in an area of the small strategy map. It will take the large tactical map to that area. If there's stars on the small map, but not on the big map, then you haven't explored that area yet. The plan works like a charm, at least on small galaxy. After getting wiped out by the Drengin my first game on a large galaxy, I used my new found skills (learned how to focus tech advancement, learned how to colonize early and fast), plus the info from this thread! Ok. that might not have been very `mature'. LOL Here's some real info. The random events can crash your empire, but is that stopping me from playing? GalCiv right out of the box will keep you playing one more turn.
